I'm using this program called Rainmeter . It's capable of so many things, like the falling snow, even though it was originally supposed to just display computer info.
The program isn't enough though, you need this snow "skin" . Just install Rainmeter, download the skin, install that and it should pop up when it's all done. Easy!
